When it happens

A ticketed booking cannot be cancelled directly: the airline's refund or void conditions apply and must be quoted first.

What to do

Create a post-booking request (POST /flights/bookings/{id}/post-booking-requests) of type refund or void, wait for its quote, then accept it.
