In short: Kuwait's Ministry of Interior issues visitor entry permits through one online platform, Kuwait Visa (kuwaitvisa.moi.gov.kw), run by the General Administration of Residence Affairs. A short list of mostly Western and East Asian passports can get a tourist eVisa or a visa on arrival. GCC residents qualify only if their profession is on the ministry's list. For most of your customers, the realistic route is a family visit permit requested by a relative living in Kuwait.

How Kuwait's visa system works

Everything runs through the Ministry of Interior:

  • Kuwait Visa portal. It handles tourist and family visit applications online, with accounts for individuals, businesses and government bodies. Kuwait residents and citizens log in and verify with the Kuwait Mobile ID app, linked to their Civil ID, before they can request visas for relatives.
  • Visit entry permits listed by the ministry: family visit, government visit, private visit, tourism visit, business visit, multiple-entry visit, transit, transport drivers and emergency visit.
  • Residence entry permits (work, domestic workers, commercial activity, government contracts) are a separate track with their own rules. They are outside the scope of a visit-visa desk.
  • Kuwaiti embassies remain the route for travellers the portal cannot serve. The portal tells non-eligible applicants that they may be able to apply through a Kuwaiti embassy instead.

Recent points to note: the portal has run event-specific visas, for example for the Khaleeji Zain 26 Gulf Cup. Those visas were cancelled if no match ticket was bought within 48 hours of issue. The Kuwait government's e-services site also lists the Kuwait e-Visa website as the official channel. Watch the portal for new categories before big events.

Kuwait visit permits at a glance

These figures come from the Ministry of Interior's visa instructions on the portal.

Permit Purpose Validity (to enter) Stay Entries Who uses it
Tourism visit (tourist eVisa) Tourism and leisure 30 days from issue Up to 90 days from entry (terms say three months) Single Eligible passports; GCC residents in listed professions
Family visit Visiting relatives resident in Kuwait 30 days from issue No more than 30 days from entry in the general visit instructions (see note below) See official portal Parents, spouses and children of residents
Business visit Meetings, conferences, partnerships 30 days from issue 30 days from entry See official portal Staff invited by a Kuwaiti company
Multiple-entry visit Repeat visits Up to one year from issue No more than 30 days per entry Multiple Frequent visitors

Government visit Official delegations 30 days from issue No more than 30 days See official portal Officials, on government invitation
Emergency visit Urgent cases 30 days from issue 7 days from entry See official portal Case by case

Note on family visit stay: the portal's general visit instructions give a 30-day maximum stay. Some government summaries describe longer family visits. Until the two agree, quote the stay printed on the issued permit, not either summary. Every visit permit bans work, and the holder must leave when the permitted stay ends.

Which route fits which passport

GCC citizens. The Kuwait Visa portal is built for foreign visitors. We could not find an official Kuwait page in this check that sets out GCC-citizen entry, so confirm it on moi.gov.kw before you advise a customer. For citizens of GCC states working in government jobs or studying in Kuwait, the government's e-services site lists a separate return visa (pass ticket) service.

GCC residents (any nationality): tourist eVisa by profession. Kuwait judges GCC residents on the profession printed on the residence permit. The ministry lists these eligible professions: - doctors, pharmacists, lawyers, engineers and consultants; - judges and prosecutors, university professors, journalists and media professionals; - pilots, systems analysts and computer programmers; - managers, businessmen and members of the diplomatic corps; - owners, managers and representatives of companies and commercial institutions.

The GCC residence permit must be valid for six months from the date of entry. The application asks for the residence type, the residence number, its expiry and an annual income band. If the profession is not on the list, the portal shows "Applicant's Occupation is not eligible for applying e-visa". Do not resubmit with a different job title. The residence card copy must clearly show the profession.

Passport-eligible tourist eVisa or visa on arrival. The ministry's eligible list covers European states, the UK, the US, Canada, Australia, New Zealand, Japan, South Korea, China, Hong Kong, Singapore, Malaysia, Brunei, Turkey, Georgia, Serbia, Cambodia, Laos, Bhutan and some others. These customers can apply online or get the visa on arrival at Kuwait International Airport.

Our audience's passports. Egypt, Sudan, Iraq, Syria, Yemen, Jordan, Lebanon, Palestine, Algeria, Morocco, Tunisia, Libya, Nigeria, Kenya, Ethiopia, Somalia, Pakistan, India and Bangladesh are not on that list. On passport alone, these travellers are not covered by the tourist eVisa or visa on arrival. Their routes are: - the tourist eVisa as a GCC resident in an eligible profession; - a family visit requested by an eligible relative in Kuwait; - a business visit requested by a Kuwaiti company; - an application through a Kuwaiti embassy, where the portal points to it.

Processing time

The Kuwait Visa FAQ says tourist visas typically take between one and two business days, and that times vary by visa type and nationality. Status updates arrive by email or SMS. Family visits take longer in practice because there are more steps: - the sponsor's profile must first be approved by the authorities; - only then can the sponsor add family members and submit; - a profile under verification cannot be edited.

Agency rule: open the sponsor's profile check first, and quote travel dates only once the permit is issued. The permit's 30-day validity to enter means you should not apply too early either.

Documents and requirements

For the tourist eVisa (from the portal's terms and instructions): - a passport valid for at least six months from the date of entry. Other travel documents are not accepted; - a passport copy, with a clear machine-readable zone. The portal checks the MRZ check digits and rejects mismatches; - a recent face photo: 40 mm × 30 mm, white or light grey background, taken within the last 12 months, with the face filling 70–80% of the frame, up to 2 MB; - a confirmed travel ticket and a hotel reservation; - for GCC residents, the residence permit, front and back in one image, showing the profession; - no security restriction on entry to or exit from Kuwait.

For a family visit (sponsor side): - the sponsor's Civil ID, verified through Kuwait Mobile ID; - proof of relationship: a marriage certificate, birth certificate or relation certificate. Documents in other languages must be uploaded with an Arabic translation from a certified translation office in Kuwait, combined into one PDF with the original; - the visitor's passport (valid six months), photo, and any residence permit or previous visa.

The government's e-services summary adds that oath certificates issued by embassies are not accepted as proof of kinship. For some foreign sponsors, it also asks for a recent salary certificate.

Agency playbook for Kuwait

Family visits are the core of the Kuwait market. Most of your Kuwait demand will come from Egyptian, Indian, Pakistani, Bangladeshi, Jordanian, Syrian and Lebanese families joining a parent or spouse who works in Kuwait. The sponsor, not your customer, controls the application. Your job is to prepare the visitor's documents, get the translations done in Kuwait early and book flights that match the permit.

Translations are the hidden delay. Relationship certificates from Egypt, Sudan or South Asia must be translated into Arabic by a certified office in Kuwait. Arrange this before the school-holiday rush.

Peak periods: - school holidays and the two Eids, when families reunite; - winter, when Kuwait's weather suits visitors (the ministry describes hot, dry summers and cooler winters); - large events, which may get their own visa category on the portal.

Return ticket discipline. The terms require a confirmed travel ticket. A Kuwaiti embassy page adds that passengers must hold a return ticket and that entry can be refused without explanation. Sell a return or onward ticket that ends inside the permitted stay.

Overstays. The terms warn of a daily fine for overstaying and a possible future entry ban. Make sure customers know the exit date printed on the permit.

Common reasons for rejection: - a GCC-resident profession that is not on the list; - passport expiry inside the six-month window; - a nationality on the form that does not match the passport; - a photo or MRZ that fails the automatic checks; - an active application already open for the same passport; - missing Arabic translations on family files.

The portal says Kuwaiti authorities can reject or cancel a visa at any time, even after issue, without giving reasons.

FAQs

Can an Indian engineer living in Dubai get the Kuwait tourist eVisa?

Yes, if "engineer" is the profession on the UAE residence permit and the permit is valid for six months from entry. Engineers are on the ministry's eligible profession list. Upload the permit so that the profession is clearly visible.

Can an Egyptian customer get a Kuwait visa on arrival?

Not on an Egyptian passport alone. Egypt is not on the eligible list for the tourist eVisa or visa on arrival. The usual routes are a family visit through a relative in Kuwait, a business visit, the GCC-resident route or an embassy application.

How long can a tourist stay in Kuwait?

The ministry's instructions give a single-entry tourist visa valid for one month from issue to enter, with a stay of up to three months from entry. It cannot be used for work.

Who applies for a family visit visa, our agency or the relative in Kuwait?

The relative in Kuwait applies on the Kuwait Visa portal, using their Civil ID and Kuwait Mobile ID. Your agency prepares the visitor's documents and the travel bookings.

Does Kuwait have a transit visa?

Yes. The ministry lists a transit visit permit, valid 30 days from issue, for a stay of 7 days, for travellers who hold a visa for their next destination.
